[#233] Make FF an OpenID provider

Description

Detailed description
There's already https://fusionforge.org/tracker/index.php?func=detail&aid=113&group_id=6&atid=114 that discusses the use of openid to authenticate to FF.
But FF could also become an OpenId provider, where users authenticated to the forge could be accepted on OpenId consumers.

The user's /users/... page could be the OpenId "login" URL.

It can be useful in any case where you trust the forge users to authenticate to 3rd party services. Such an example exists for instance in Debian, where users of the Alioth.debian.org FusionForge instance are contributors to the project who may be granted access to other Debian platforms. For instance, the Debian SSO recognizes both registered Debian developers and -guest accounts from the forge, but at the moment it requires some access to the forge's DB (or LDAP), whereas it could rely on OpenID, I guess. Hope this clarifies.

Intriguing idea. But I wonder: What would be a realistic use case in which this might be useful? Also, in truth, how many FusionForge users exist who don't already have an OpenID from Yahoo or some other big provider? :)
