[#310] Large files fail to attach to artifact in 5.1.50 version

Thought from reading through the bug fixes that this was corrected, but just tried attaching a large 19.93MB ZIP file to an existing artifact and got an error:

Item [#3143] successfully updated ERROR: Skipping attachment 1: file is too large.

Yet we have the following set to 64MB in the /etc/php.ini file:

; Maximum size of POST data that PHP will accept. postmaxsize = 64M

; Maximum allowed size for uploaded files. uploadmaxfilesize = 64M

I've committed the code to handle large attachments in trackers in a specific branch for review by other forge devs.

Concerning the way attachments are handled, I'll provide a patch to raise the allowed size for artifacts.

Current limit is probably 10MB
