[#326] [projects-hierarchy] Support hierarchies of non-local subprojects too

Detailed description

It would be interesting to provide some means of displaying a hierarchy of non-local subprojects in addition to local sub-projects.

Of course delegation of permissions wouldn't work at first on these.

Still, some dashboards could display events coming from the subprojects (maybe through OAuth operated connections).
