Project registration: skip approval if requestor has the 'approval' right.

Detailed description
For example, as global admin, when requesting a project, the approval process should be skipped.
It's a waste of time.

if user has forge_admin right, then approval is skipped on project registration.

I don't think it's the same.

project_auto_approval is for auto approving projects (always skipping the approval) while I just want to skip approval when the requestor has the approval right (to avoid a waste of time).

This currently happens if project_auto_approval is set to yes in the config.
