[#369] Show max file size when doing a file release over the web

File releases can be done using FTP or over the web.

When doing a file release over the web, there is some size limit regarding the file being uploaded. This is probably some weird combination of php.ini file settings, I think it is postmaxsize and uploadmaxfilesize. These settings can be read using php function ini_get().

If the user exceeds that implicit filesize, he is confronted with a 500 error page or even worse, a blank page. This is not a very nice user experience. It would be nice if the max filesize would be displayed read-only above or below the file release file upload form so the user can at least judge himself whether the file he wants to upload is too big or not.
