[#378] "cronjobs/create_scm_repos.php" makes unexpected changed to svnroot-access and svnroot-authfile

If enabling scmgit plugin, run "cronjobs/createscmrepos.php" would delete the users in svnroot-access and svnroot-authfile.

Supplements: When browsing the code online, svnroot-access and svnroot-authfile are used to determine who can view the source codes(For details, see the attachment "/etc/gforge/httpd.conf.d/plugin-scmgit.inc"). If updateRepostitoryList(plugins/scmsvn/common/SVNPlugin.class.php) remove the users in these two files, scmgit won't be able to let the member of the project to view source codes.
