[#753] Agile TaskBoard plugin

TaskBoard plugin is a tool for having a consolidated 'board' like view for artifacts, managed with trackers.

User will be able to use drag-and-drop actions for moving artifacts related "stickers" from column to column, so user can change a resolution for the artifact.

With configirable releases support project manager will be able to build some indicators like burndown chart and team velocity.

The plugin is customizable and supports Scrum and Kanban methodologies.
