[#917] Allow projects to be set to read-only

Detailed description

Allow the site admin or project administrator to set a project to read-only.

Use cases: - a project moves to a different development platform, but the current state should be preserved. - all development on a project has completely stopped, but users should still be able to download releases/SCM, read the forum, read existing bug reports. But don't allow new commits, forum posts, bug reports, because there is nobody to react on such things.

First step could be to allow setting forums to read-only, because for everything else there are already ways (though some a bit complicated) to adjust permissions to prevent creating new content.
