[#944] Role entry based access to tracker extra fields

In company environments In the corporate environment, it may be necessary to make extra fields of a ticket available only to specific roles and to restrict access to them. Corresponding new role permissions "Read/Write/None" would also have to be defined for sending change emails. It would be helpful if there was a corresponding plugin.
