[#955] Make scmsvn plugin work with custom web port



Detailed description

When running fusionforge from a Docker container on a host where the default HTTPS port is already in use, a custom port must be used to access the instance. The svn plugin does not currently support this.

I configured the docker image according to https://fusionforge.org/plugins/mediawiki/wiki/fusionforge/index.php/Docker with additional environment variables as shown below

docker run --cap-add=SYSADMIN -h <yourvalidfqdn> -e PORTSSH=2222 -e PORTHTTP=81 -e PORTHTTPS=444 -p 2222:22 -p 21:21 -p 81:81 -p 444:444 -d <yourimagename>
